The Williams Settlement states that a complaint can be filed if:
"Textbooks or instructional materials are in poor or unusable condition, have missing pages, or are unreadable due to damage."

Rule of thumb: If it requires repair, it requires a charge

Rule of thumb: If you would be embarrassed to send that book home with another student, charge the replacement cost, i.e. chewed by an animal, soaked with pink Powerade, etc.
